The Philosophy of Liberty
Gangs are neither
just a big city or inner city problem, nor are they a problem of a particular
race or culture. Gangs cross all ethnic, racial, socioeconomic, gender, and
geographic boundaries. They bring fear and violence to neighborhoods, traffic in
drugs, destroy property, involve youth in crime, and drive out businesses. Gangs
pull teens away from school and home into a life of violence.
One of the
scariest aspects of gang violence is it's often indiscriminate and
unpredictable. Gang members have been known to kick, punch, hit, or even kill
their victims. People get hurt if they are in the wrong place at the wrong time.
If gangs or gang members are in your school or neighborhood, you know it.

groups use the list with permission, while several others have plagiarized the

an example of how extensive the numbers of gangs are in our cities, many, but by
no means all, of the local "neighborhood" gangs are listed for our nations
capitol, Washington D.C. For the fifty states, only those gangs that may be well
known within the region, or nationally, are listed; local gangs are too numerous.

Crips
Bloods and
Crips are two of the largest and most violent associations of criminal street
gangs in the United States. The membership of both gangs is primarily African
American. Both gangs are a collection of structured and unstructured gangs
commonly known as sets. Generally, gang sets are established by an
entrepreneurial individual who runs the set and recruits members to distribute
drugs, primarily cocaine. Bloods and Crips distribute drugs in California and
many other states including Georgia. Although Bloods and Crips sets are located
throughout the United States, not all gangs that claim to be Bloods and Crips
are affiliated with the Los Angeles-based Bloods and Crips. Bloods and Crips
embrace the principles of individualism, loyalty to their own members, and
violence against other gangs. The gangs harbor deep hatred toward each other and
each considers the other a rival. The two gangs will, however, cooperate in
criminal ventures for profit.
Gangster
Disciples
Gangster
Disciples is the largest of the Chicago-based street gangs and its membership is
primarily African American. This gang has been in existence since the early
1960s, and its organizational hierarchy resembles that of a corporation. The
gang distributes illegal drugs, primarily crack cocaine, heroin, and marijuana,
throughout the Chicago area, usually in low-income areas on the south and west
sides of the city, and in over 40 other states including Georgia.
La Gran
Familia
La Gran
Familia is one of the primary Hispanic street gangs in the Atlanta metropolitan
area. Its members distribute cocaine, heroin, marijuana, and methamphetamine and
engage in violent criminal activity including assault, auto theft, drive-by
shooting, and homicide. In Atlanta La Gran Familia is an alliance of
predominantly Hispanic street gangs. Gangs identified with La Gran Familia
alliance in Atlanta include Vatos Locos, Pachucos, Latin Kings, Riverside, 18th
Street, East Side Locos, La Raza, Aztecas, and Matildos 13.
Latin Kings
Latin Kings,
also known as Almighty Latin Kings Nation, is a predominantly Hispanic street
and prison gang with two major factions: one in Chicago and one in the
northeast. These gangs started as social groups in Hispanic communities but
later evolved into criminal groups that distribute drugs and commit violent
crimes. Latin Kings is a highly structured gang that relies on strict, detailed
charters to maintain discipline. Chicago-based Latin Kings, affiliated with
People Nation, is the foundation for all other Latin Kings gangs. The gang has
expanded throughout the nation including into Georgia. Latin Kings members in
the Atlanta metropolitan area reportedly have ties to Latin Kings in New York.
Sureños 13
Sureños 13 is
a major Hispanic street gang in the Atlanta metropolitan area. Its members
distribute cocaine, heroin, marijuana, and methamphetamine. They also commit
assault, auto theft, drive-by shooting, and homicide. Law enforcement reports
indicate that Sureños 13 in Atlanta identifies itself as a gang rather than an
alliance of gangs as does Sureños 13 in Southern California. There are no
reports to indicate that Sureños 13 in Atlanta is associated with the Sureños 13
alliance of gangs in Southern California.
Vice Lords
Vice Lords,
one of the largest and most violent associations of criminal street gangs in the
United States, is based in Chicago. Its membership is predominantly African
American. Vice Lords is split among major factions such as the Conservative Vice
Lords, Traveling Vice Lords, and Four Corner Hustlers. Each faction has a
distinct membership and leadership. Vice Lords distributes drugs, principally
crack cocaine, marijuana, methamphetamine, and some heroin, in Chicago and other
states including Georgia.

18th Street Gang
Formed in Los Angeles, 18th Street is a loosely associated set of cliques, each
led by an influential and prominent member. Membership in 18th Street is
estimated to consist of between 30,000 to 50,000 individuals. In California,
approximately 80 percent of the 18th Street gang’s membership is composed of
illegal aliens from Mexico and Central America. 18th Street is active in 44
cities and in 20 states. 18th Street’s main source of income is derived from the
street-level distribution of cocaine and marijuana, and to a lesser extent,
heroin and methamphetamine. 18th Street gang members also engage in crimes such
as assault, auto theft, carjacking, drive-by shooting, extortion, homicide,
identification fraud and robbery.
Almighty Latin King and Queen Nation
The Almighty Latin King and Queen Nation (ALKQN) was formed in the 1970’s by
Luis Felipe. ALKQN shares a common culture and structure with the Chicago-based
Latin Kings but they do not report to the Latin Kings. ALKQN membership is
estimated to consist of between 2,200 to 7,500 individuals, divided among
several dozen chapters which operate in 15 cities and in 5 states. A primary
source of income for the ALKQN is derived from the distribution of powdered
cocaine, crack cocaine and marijuana. The ALKQN is also involved in various
types of criminal activities including assault, auto theft, burglary and
homicide.
Asian Boyz
Asian Boyz is one of the largest Asian criminal street gangs operating in the
U.S. Formed in Southern California in the early 1970’s, the Asian Boyz are
estimated to have between 1,300 to 2,000 members operating in at least 28 cities
and in 14 states. Asian Boyz is composed primarily of Vietnamese and/or
Cambodian-American males. Members of the Asian Boyz are involved in producing,
transporting and distributing methamphetamine, as well as ecstasy and marijuana.
In addition, the Asian Boyz are involved in other criminal activities such as
assault, burglary, drive-by shooting and homicide.
Black Peace Stone Nation
The Black Peace Stone Nation (BPSN) is one of the largest and most violent
associations of street gangs in the U.S. The BPSN consists of seven highly
structured criminal street gangs with a single leader and a common culture. The
BPSN has an estimated 6,000 to 8,000 members, a majority of whom are
African-American males from the Chicago metropolitan area. The BPSN’s primary
source of income is derived from the street-level distribution of cocaine,
heroin, marijuana and, to a lesser degree, methamphetamine. Members of the BPSN
are also involved in other types of criminal activity including assault, auto
theft, burglary, carjacking, drive-by shooting, extortion, homicide and robbery.
Bloods
The Bloods are an association of structured and unstructured gangs that have
adopted a single gang culture. Large, national-level Bloods gangs include such
entities as the Bounty Hunter Bloods and Crenshaw Mafia Gangsters. Bloods
membership is estimated to consist of between 5,000 to 20,000 individuals, most
of whom are African-American males. Blood gangs are active in 123 cities and in
33 states. The main source of income for the Bloods is derived from the
street-level distribution of cocaine and marijuana. Bloods members are also
involved in the transportation and distribution of methamphetamine, heroin, and
to a lesser extent, PCP (phencyclidine). The Bloods are also involved in other
criminal activity such as assault, auto theft, burglary, carjacking, drive-by
shooting, extortion, homicide, identification fraud and robbery.
Crips
The Crips are a collection of structured and unstructured gangs that have
adopted a common gang culture. Crips membership is estimated to consist of
between 30,000 to 35,000 individuals, most of whom are African-American males
from the Los Angeles metropolitan area. Large, national-level Crips gangs
include the 107 Hoover Crips, Insane Gangster Crips and Rolling 60s Crips. Crips
gangs operate in 221 cities and in 41 states. The main source of income for
Crips gangs is derived from the street-level distribution of powdered cocaine,
crack cocaine, marijuana and PCP (phencyclidine). The Crips also are involved in
other criminal activities including assault, auto theft, burglary and homicide.
Florencia 13
Florencia 13 (F-13 or FX-13) originated in Los Angeles in the early 1960’s and
gang membership is estimated to be more than 3,000 individuals. Florencia 13
operates primarily in California and increasingly in Arkansas, Missouri, New
Mexico and Utah. Florencia 13 is subordinate to the Mexican Mafia (La Eme)
prison gang and claims Sureños (Sur 13) affiliation. A primary source of income
for Florencia 13 is derived from the trafficking of cocaine and methamphetamine.
Florencia 13 gang members also smuggle into the U.S. for distribution
multi-kilogram quantities of powdered cocaine and methamphetamine obtained from
their sources of supply in Mexico. In addition, Florencia 13 gang members
produce large quantities of methamphetamine in Southern California for local
distribution. Florencia 13 gang members are further involved in other criminal
activities, including assault, drive-by shooting and homicide.
Fresno Bulldogs
The Fresno Bulldogs (Bulldogs) are a criminal street gang that originated in
Fresno, California, in the late 1960’s. The Bulldogs are the largest Hispanic
street gang operating in Central California, with a membership estimated at
between 5,000 to 6,000 individuals. The Bulldogs are one of the few Hispanic
street gangs in California that claim neither Sureños (Southern) nor Norteños
(Northern) affiliation. The Bulldogs do associate with Nuestra Familia gang
members, particularly when engaged in the trafficking of narcotics. The
street-level distribution of methamphetamine, marijuana and heroin is a primary
source of income for Bulldog gang members. In addition, the Bulldogs are
involved in other types of criminal activity including assault, burglary,
homicide and robbery.
Gangster Disciples
The Gangster Disciples criminal street gang was formed in Chicago, Illinois, in
the mid-1960’s. The Gangster Disciples are structured like a corporation and are
led by a Chairman of the Board. The Gangster Disciples gang membership is
estimated to consist of between 25,000 to 50,000 individuals, a majority of whom
are African-American males from the Chicago metropolitan area. The Gangster
Disciples are active in 110 cities and in 31 states. The Gangster Disciples main
source of income is derived from the street-level distribution of cocaine,
marijuana and heroin. The Gangster Disciples are also involved in other types of
criminal activity including assault, auto theft, fraud, homicide and money
laundering.
Latin Counts
The Latin Counts are a violent Hispanic criminal street gang that originated in
Chicago in the mid-1960’s. The Latin Counts are composed of at least five
structured factions with an estimated 400 to 600 members and associate members.
Most members of the Latin Counts are either Mexican nationals or
Mexican-American males. The Latin Counts are most active in the Great Lakes
region. The Latin Counts derive a source of income from the street-level
distribution of crack cocaine, powdered cocaine, heroin and marijuana. Members
of the Latin Counts are also involved in other types of criminal activity
including assault, auto theft, carjacking, drive-by shooting, home invasion,
homicide and weapons trafficking.
Latin Disciples
The Latin Disciples, also known as the Maniac Latin Disciples and the Young
Latino Organization, originated in Chicago in the late 1960’s. The Latin
Disciples is composed of at least 10 structured and unstructured factions with
an estimated 1,500 to 2,000 members and associate members. Most members of the
Latin Disciples are Puerto Rican males. Maniac Latin Disciples is the largest
Hispanic gang in the Folk Nation Alliance. The Latin Disciples are most active
in the Great Lakes and Southwestern regions of the U.S. The Latin Disciples are
involved in the street-level distribution of powdered cocaine, heroin, marijuana
and PCP (phencyclidine). Members of the Latin Disciples are also involved in
other criminal activity including assault, auto theft, carjacking, drive-by
shooting, home invasion, homicide, money laundering and weapons trafficking.
Latin Kings
The Chicago based Almighty Latin King Nation, commonly referred to as the Latin
Kings, is a collection of over 160 structured criminal street gangs, referred to
as chapters, operating in 158 cities and in 31 states. The Latin Kings current
membership is estimated to consist of between 20,000 to 35,000 individuals. Most
members of the Latin Kings are either Mexican-American or Puerto Rican males.
The main source of income for the Latin Kings is derived from the street-level
distribution of cocaine, heroin and marijuana. Latin King gang members primarily
obtain their drugs from several Mexican DTOs that operate along the U.S.-Mexico
border. Members of the Latin Kings also engage in other criminal activities such
as assault, burglary, homicide, identity theft and money laundering.
Mara Salvatrucha
Mara Salvatrucha, also known as MS-13, is one of the largest Hispanic criminal
street gangs operating in the U.S. Traditionally, MS-13 consisted of loosely
affiliated groups known as cliques, however, law enforcement officials have
reported increased coordination of criminal activity among MS-13 cliques in
Atlanta, Dallas, Los Angeles, Washington, D.C., and the New York metropolitan
areas. MS-13 is estimated to have between 30,000 to 50,000 members and associate
members worldwide, and between 8,000 to 10,000 members residing in the U.S.
MS-13 members are involved in the smuggling of illicit drugs into the U.S.,
primarily powdered cocaine and marijuana. MS-13 members are also involved in the
transportation and distribution of drugs throughout the U.S. MS-13 members also
engage in other criminal activities including alien smuggling, assault, drive-by
shooting, homicide, identification theft, prostitution, robbery and weapons
trafficking.
Tiny Rascal Gangsters
The Tiny Rascal Gangsters (Tiny Rascals) are one of the largest and most violent
Asian criminal street gangs in the U.S. The Tiny Rascals are composed of at
least 60 structured and unstructured gangs, commonly referred to as sets, with
an estimated 5,000 to 10,000 members and associate members who have adopted a
common street gang culture. Most members of the Tiny Rascals are Asian-American
males. Tiny Rascal sets are most active in the Southwestern, Pacific and New
England regions of the U.S. The Tiny Rascals are involved in the street-level
distribution of powdered cocaine, marijuana, ecstasy and methamphetamine. Tiny
Rascal members are also involved in other types of criminal activity including
assault, drive-by shooting, extortion, home invasion, robbery and theft.
United Blood Nation
The United Blood Nation (UBN) is a loose confederation of criminal street gangs,
or sets, that once were predominately African-American but now include Asians,
Caucasians and Hispanics. UBN originated in the Rikers Island Jail in New York
City in 1993, and then proceeded to spread throughout the East Coast of the U.S.
Membership in the UBN is estimated to exceed 7,000 individuals. UBN derives a
source of income from the street-level distribution of cocaine, heroin and
marijuana. UBN members also engage in other types of criminal activity including
arson, carjacking, credit card fraud, extortion, homicide, identity theft,
intimidation, prostitution and weapons distribution.
Vice Lord Nation
The Vice Lord Nation, which is based in Chicago, is a collection of structured
criminal street gangs operating in 74 cities and in 28 states, primarily in the
Great Lakes region of the U.S. Led by a national board, the Vice Lord Nation
consists of an estimated 30,000 to 35,000 members, most of whom are
African-American males. The main source of income for the Vice Lord Nation is
derived from the street-level distribution of cocaine, heroin and marijuana.
Members of the Vice Lord Nation also engage in other criminal activity including
assault, burglary, homicide, identity theft and money laundering.
Aryan Brotherhood
The Arayan Brotherhood, also known as the AB, was originally ruled by consensus
but is now a highly structured entity with two factions, one located within the
California Department of Corrections (CDC) and the other within the Federal
Bureau of Prisons (BOP). The majority of the members of the AB are Caucasian
males, and the gang is primarily active in the Southwestern and Pacific regions
of the U.S. The main source of income for the AB is derived from the
distribution of cocaine, heroin, marijuana and methamphetamine within the prison
systems as well as on the street. Some AB members have established business
relationships with Mexican DTOs that smuggle illegal drugs into California for
distribution by the AB. The AB is notoriously violent and is frequently involved
in murder-for-hire. Although historically linked to the California based
Hispanic prison gang the Mexican Mafia, tension between the AB and La Eme is
becoming increasingly evident as demonstrated by recent fights between
Caucasians and Hispanics within the CDC.
Barrio Azteca
The Barrio Azteca is one of the most violent prison gangs operating within the
U.S. Barrio Azteca is a highly structured criminal entity and has an estimated
membership of 2,000 persons. Most members of the Barrio Azteca are either
Mexican nationals or Mexican-American males. Barrio Azteca is most active in the
Southwestern region of the U.S., primarily in federal, state and local
correctional facilities in Texas, as well as on the outside in communities
located in Southwestern Texas and Southeastern New Mexico. Barrio Azteca’s main
source of income is derived from the smuggling of heroin, powdered cocaine and
marijuana from Mexico into the U.S. for distribution both inside and outside the
prison systems. Members of the Barrio Azteca often transport illicit drugs
across the U.S.-Mexico border on behalf of DTOs. Barrio Azteca members are also
involved in crimes such as alien smuggling, arson, assault, auto theft,
burglary, extortion, intimidation, kidnapping, robbery and weapons violations.
Black Guerrilla Family
The Black Guerrilla Family (BGF), originally called the Black Family or the
Black Vanguard, is a prison gang founded in 1966 at the San Quentin State Prison
in California. The BGF is highly organized along paramilitary lines with a
supreme leader and a central committee. BGF has an established national charter,
a code of ethics and an oath of allegiance. BGF members operate primarily in the
states of California and Maryland. BGF has approximately 100 to 300 members, a
majority of whom are African-American males. A primary source of income for the
BGF is derived from the distribution of cocaine and marijuana. BGF members
obtain drugs primarily from Nuestra Familia and Norteño members or from local
Mexican drug-traffickers. BGF members are also involved in other criminal
activities including auto theft, burglary, drive-by shooting and homicide.
Hermanos de Pistoleros Latinos
The Hermanos de Pistoleros Latinos (HPL) is a Hispanic prison gang formed in the
Texas Department of Criminal Justice (TDCJ) in the late 1980’s. HPL operates in
most prisons and on the streets in many communities in Texas, particularly
Laredo. HPL is also active in several cities in Mexico, and its largest
contingent in that country is located in Nuevo Laredo. HPL is structured and
estimated to have 1,000 members. HPL members maintain close ties with Mexican
DTOs and are involved in the trafficking of large quantities of cocaine and
marijuana from Mexico into the U.S. for distribution.
Mexikanemi
The Mexikanemi prison gang, also known as the Texas Mexican Mafia or Emi, was
formed in the early 1980’s within the Texas Department of Criminal Justice (TDCJ).
The Mexikanemi is highly structured and is estimated to have 2,000 members, most
of whom are Mexican nationals or Mexican-American males living in Texas at the
time of their incarceration. Mexikanemi poses a significant drug-trafficking
threat to communities in the Southwestern U.S., particularly in Texas.
Mexikanemi gang members reportedly traffic multi-kilogram quantities of powdered
cocaine, heroin and methamphetamine; multi-ton quantities of marijuana; and
thousand-tablet quantities of ecstasy from Mexico into the U.S. for distribution
both inside and outside prison. Mexikanemi gang members obtain narcotics from
associates or members of the Jaime Herrera-Herrera, Osiel Cardenas-Guillen,
and/or the Vicente Carrillo-Fuentes Mexican DTOs. In addition, Mexikanemi
members maintain a relationship with Los Zetas, a Mexican paramilitary/criminal
organization employed by the Cardenas-Guillen DTO as its personal security
force.
Mexican Mafia
The Mexican Mafia prison gang, also known as La Eme (Spanish for the letter M),
was formed in the late 1950’s within the California Department of Corrections
(CDC). La Eme is a loosely structured criminal organization with strict rules
that must be followed by the estimated 350 to 400 members. Most members of La
Eme are comprised of Mexican-American males who previously belonged to a
Southern California street gang. La Eme is primarily active in the Southwestern
and Pacific regions of the U.S., however, its' power base remains in California.
The Mexican Mafia’s main source of income is extorting drug distributors outside
prison and distributing methamphetamine, cocaine, heroin and marijuana within
the prison systems and on the outside streets. Some members of La Eme have
direct links to Mexican DTOs and broker deals for both themselves and their
associates. La Eme is also involved in other criminal activities including
controlling gambling and prostitution within the prison systems.
Nazi Low Riders
The Nazi Low Riders (NLR) are a violent California based prison gang which
subscribes to a white supremacist philosophy. The NLR's have approximately 800
to 1,000 members, most of whom are Caucasian males with a history of street gang
activity and drug abuse. The NLR's operate in correctional facilities and
communities, primarily in the Pacific and Southwestern regions of the U.S. The
NLR's primary sources of income are derived from the distribution of multi-ounce
to multi-pound quantities of methamphetamine, the retail-level distribution of
heroin and marijuana, and the extortion of independent Caucasian drug dealers
and members of other white power gangs. The NLR's also engage in violent
criminal activity such as armed robbery, assault, assault with deadly weapons,
murder and attempted murder; in addition, they commit identity fraud, money
laundering, witness intimidation and witness retaliation.
Ñeta
Ñeta is a prison gang that began in Puerto Rico and spread to the U.S. Ñeta is
one of the largest and most violent prison gangs, with approximately 7,000
members in Puerto Rico and about 5,000 members in the U.S. Ñeta chapters in
Puerto Rico exist exclusively inside prisons; once members are released from
prison they no longer are considered to be part of the gang. In the U.S., Ñeta
chapters exist both inside and outside prisons in 36 cities and within 9 states,
primarily in the Northeastern region. Ñeta’s main source of income is derived
from the retail distribution of powdered and crack cocaine, heroin, marijuana
and, to a lesser extent, LSD (lysergic acid diethylamide), ecstasy,
methamphetamine and PCP (phencyclidine). Ñeta members also commit crimes
including assault, auto theft, burglary, drive-by shooting, extortion, home
invasion, money laundering, robbery, weapons and explosives trafficking and
witness intimidation.
Nuestra Familia
Nuestra Familia and its subordinate organization Norteños are highly structured
and extremely violent prison gangs. Originating within the California penal
system, Nuestra Familia has an estimated 250 members, while Norteños membership
is estimated to be over 1,000 persons, consisting primarily of Mexican-American
males who formerly belonged to street gangs in Central and Northern California.
Nuestra Familia and Noreños are active primarily in state and federal prisons
and in communities of the Pacific region of the U.S. The main sources of income
for Nuestra Familia and Noreños are derived from distributing cocaine, heroin,
marijuana and methamphetamine within prison systems as well as in outside
communities and by extorting drug distributors on the streets. Nuestra Familia
is also involved in other criminal activities including homicide and robbery.
Public Enemy Number One
Public Enemy Number One (PEN1) is the fastest-growing Caucasian prison gang in
the U.S. with an estimated membership of between 400 to 500 persons. PEN1
operates in the prison systems and communities of California, and, to a lesser
extent, in locations throughout the Northeastern, Pacific, Southwestern,
Southeastern and West Central regions of the U.S. PEN1 members espouse a white
supremacist philosophy and pose a criminal threat both inside and outside prison
due to an alliance with the Arayan Brotherhood and the Nazi Low Riders. PEN1
members derive their income from distributing mid-level and retail-level
quantities of methamphetamine. In addition, PEN1 members engage in violent
criminal activities such as assault, attempted murder, homicide, auto theft,
burglary, identity theft and property crimes.
Sureños and Norteños
As individual Hispanic street gang members enter the prison systems, they set
aside their former rivalries with other Hispanic street gangs and unite under
the name Sureños or Norteños. The original Mexican Mafia members, most of whom
were from Southern California, considered Mexicans from the rural, agricultural
areas of Northern California as weak and viewed them with contempt. To
distinguish themselves from the agricultural workers or farmers from Northern
California, members of the Mexican Mafia began to refer to the Hispanic gang
members that worked for them as Sureños (Southerners). Inmates from Northern
California became known as Norteños (Northerners) and are affiliated with the
Nuestra Familia. Because of the size and strength, Fresno Bulldogs is the only
Hispanic gang in the California Department of Corrections that does not fall
under the Sureños or Norteños, but remains independent.
Sureños gang members’ main sources of income are derived from the
retail-level distribution of cocaine, heroin, marijuana and methamphetamine both
within the prison systems and in the community, as well as the extortion of drug
distributors on the streets. Some members of the Sureños have direct links to
DTOs and broker deals for the Mexican Mafia as well as their own gang. Sureños
gang members are also involved in other criminal activities such as assault,
carjacking, home invasion, homicide and robbery.
Norteños gang members’ main sources of income are derived from the
retail-level distribution of cocaine, heroin, marijuana, methamphetamine and PCP
(phencyclidine) both within the prison systems and in the community, as well as
the extortion of drug distributors on the streets. Norteños gang members also
are involved in other criminal activities such as assault, carjacking, home
invasion, homicide and robbery.
Texas Syndicate
The Texas Syndicate (TS) is one of the largest and most violent prison gangs
active on both sides of the U.S.-Mexico border and poses a significant drug
trafficking threat to communities located in the Southwestern United States. The
TS is highly structured and is estimated to have 1,300 members, most of whom are
Mexican-American males between the ages of 20-40. Members of the TS smuggle
multi-kilogram quantities of powdered cocaine, heroin and methamphetamine, and
multi-ton quantities of marijuana from Mexico into the U.S. for distribution
both inside and outside of prison. TS gang members have a direct working
relationship with associates and/or members of the Osiel Cardenas-Guillen
Mexican DTO. In addition, TS gang members maintain a relationship with Los
Zetas, the paramilitary/criminal organization employed by the Cadenas-Guillen
DTO.
Four Horsemen, Tangos, and Tango Blast
Texas prison officials first noted the presence of a gang known as the Four
Horseman in 1998. Some Hispanic gang members entering the Texas Department of
Criminal Justice (TDCJ) from the cities of Austin, Dallas, Fort Worth and
Houston were not interested in joining an established prison gang and
established the Four Horseman to protect one another and to engage in illegal
activities, particularly drug-trafficking, to make money. The Four Horseman
became known as the Tangos, because its members wore tattoos that reflected the
town (or tango) in which they resided prior to their incarceration. As interest
in the Tangos grew among Hispanic gang members entering the TDCJ from other
areas of Texas, only inmates from West Texas, the Rio Grande Valley, San Antonio
and El Paso were allowed into the gang. Of the eight groups now recognized as
Tangos, six are part of what is now known as Tango Blast or Puro Tango Blast.
Tango Blast includes Tangos from the four original cities as well as the West
Texas and Rio Grande Valley areas. Tango Blast differs from the Tangos in that
separate Tango Blast members sometimes band together to help one another. The
rapid growth of the Tango Blast poses a significant new security threat within
the TDCJ and elements of the Tango Blast appear to be challenging the Texas
Syndicate for control of illegal prison activities. Upon release from prison,
Tango members appear to return to their local street gangs, rather than continue
their prison-based gang affiliations.
Bandidos Motorcycle Club
The Bandidos Motorcycle Club (Bandidos) is an OMG with a membership of 2,000 to
2,500 persons in the U.S. and in 13 other countries. The Bandidos constitute a
growing criminal threat to the U.S. Law enforcement authorities estimate that
the Bandidos are one of the two largest OMGs operating in the U.S., with
approximately 900 members belonging to 93 chapters. The Bandidos are involved in
transporting and distributing cocaine and marijuana and are involved in the
production, transportation and distribution of methamphetamine. The Bandidos are
most active in the Pacific, Southeastern, Southwestern and the West Central
regions of the U.S. The Bandidos are expanding in each of these regions by
forming additional chapters and allowing members of supporting clubs, known as
“puppet” or “duck” club members who have sworn allegiance to another club but
who support and do the “dirty work” of a mother club–to form new or join
existing Bandidos chapters.
Black Pistons Motorcycle Club
The Black Pistons Motorcycle Club (Black Pistons) is the official support club
for the Outlaws Motorcycle Club (Outlaws). Established in 2002 with the backing
of the Outlaws, the Black Pistons have expanded rapidly throughout the U.S.,
Canada and Europe. The Black Pistons have an estimated 70 domestic chapters in
20 states and an unknown number of foreign chapters in Belgium, Canada, Germany,
Great Britain, Norway and Poland. The exact number of Black Pistons members is
unknown but the figure is estimated to be more than 200 in the U.S. The Outlaws
use the Black Pistons chapters as a recruitment source for prospective Outlaws
members. The Outlaws also use the Black Pistons chapters to conduct criminal
activity, especially for the transportation and distribution of drugs. Members
of the Black Pistons are also known to engage in assault, extortion, fraud,
intimidation and theft.
Hells Angels Motorcycle Club
The Hells Angels Motorcycle Club (Hells Angels) is an OMG with between 2,000 and
2,500 members who belong to over 230 chapters in the U.S. and in 26 foreign
countries. The Hells Angels pose a criminal threat on six continents. U.S. law
enforcement authorities estimate that the Hells Angels have more than 92
chapters in 27 states with a membership in excess of 800 persons. The Hells
Angels are involved in the production, transportation and distribution of
marijuana and methamphetamine. Additionally, the Hells Angels are involved in
the transportation and distribution of cocaine, hashish, heroin, LSD (lysergic
acid diethylamide), ecstasy, PCP (phencyclidine) and diverted pharmaceuticals.
The Hells Angels are also involved in other criminal activity including assault,
extortion, homicide, money laundering and motorcycle theft.
Mongols Motorcycle Club
The Mongols Motorcycle Club (Mongols) is an extremely violent OMG that poses a
serious criminal threat to the Pacific and Southwestern regions of the U.S. The
Mongols are engaged in the transportation and distribution of cocaine, marijuana
and methamphetamine. The Mongols are also known to frequently commit violent
crime including assault, intimidation and murder in defense of their territory,
and to uphold the reputation of the club. A majority of the Mongols membership
consists of Hispanic males who live in the Los Angeles area, and many are former
street gang members with a long history of using violence to settle grievances.
Agents with the Bureau of Alcohol, Tobacco, Firearms (ATF) have called the
Mongols the most violent and dangerous OMG in the nation. In the 1980’s the
Mongols seized control of Southern California from the Hells Angels, and today,
the Mongols are allied with the Bandidos, the Outlaws, the Sons of Silence and
the Pagan’s against the Hells Angels. The Mongols have also maintained their
ties with Hispanic street gangs in Los Angeles.
Outlaws Motorcycle Club
The Outlaws Motorcycle Club (Outlaws) have more than 1,700 members who belong to
176 chapters in the U.S. and in 12 foreign countries. U.S. law enforcement
authorities estimate that the Outlaws have more than 86 chapters in 20 states
with over 700 members. The Outlaws also identify themselves as the A.O.A.
(American Outlaws Association) and the Outlaws Nation. The Outlaws are the
dominant OMG in the Great Lakes region. The Outlaws are involved in the
production, transportation and distribution of methamphetamine, the
transportation and distribution of cocaine, marijuana and, to a lesser extent,
ecstasy. The Outlaws engage in various criminal activities including arson,
assault, explosives, extortion, fraud, homicide, intimidation, kidnapping, money
laundering, prostitution, robbery, theft and weapons violations. The Outlaws
compete with the Hells Angels for both members and territory.
Pagan’s Motorcycle Club
The Pagan’s Motorcycle Club (Pagan’s) is a violent OMG whose membership
distribute cocaine, methamphetamine, marijuana and PCP (phencyclidine). The
Pagan’s are one of the most prominent OMGs in the Mid-Atlantic region. The
Pagan’s have an estimated 200 to 250 members among 41 chapters in 11 states. The
Pagan’s have been tied to traditional organized crime groups in Philadelphia,
Pittsburgh and New York and have engaged in criminal activities such as arson,
assault, bombing, extortion and murder.
Vagos Motorcycle Club
The Vagos Motorcycle Club (Vagos) has hundreds of members in the U.S. and Mexico
and poses a serious criminal threat to those areas in which its chapters are
located. U.S. law enforcement authorities report that the Vagos have
approximately 300 members among 24 chapters located in the states of California,
Hawaii, Nevada, Oregon and three chapters located in Mexico. The Vagos produce,
transport and distribute methamphetamine and are also involved in the
distribution of marijuana. The Vagos have also been implicated in other criminal
activities including assault, extortion, insurance fraud, money laundering,
murder, vehicle theft, witness intimidation and weapons violations. In the U.S.,
the Vagos are mainly active in the Southwest and Pacific regions.
